First you have to go in settings > user > Inventory Update Access
This is the product view before access rights, in this update quantity button is not visible.
This is the product view after access rights. Now you can see the update quantity button is visible.
same will work in product variants.
After clicking on update quantity, you can see there is no apply button visible for applying the quantity.
After giving access rights apply button is visible here.
